Ex Nihilo is a part of Cougaar, developed by The Boeing Company.
ExNihilo facilitates load balancing and dynamic reconfiguration of 'enclaves' within an agent society, using simulated annealing to solve problems in constrained optimization similar to multi-dimensional bin packing of various constraints and with a number of different objective functions.
